Campaign Fund Helps Pro-Gay Candidates

WASHINGTON, D.C.-The Democratic primary victory of Congressman Tom Foglietta over another incumbent Congressman, Joseph Smith, marked a big and somewhat unexpected victory for the gay and lesbian communities, according to the Human Rights Campaign Fund. The Campaign Fund, which serves as the national movement's "political arm" and contributes funds to pro-gay rights Congressional candidates, gave Foglietta the maximum allowable contribution-$5,000. This contribution, coupled with an additional contribution by an individual gay rights supporter, made the Human Rights Campaign Fund the single biggest contributor to Foglietta's campaign.
Campaign Fund Treasurer Steve Endean described the race as critical. Congressman Foglietta is a co-sponsor of H.R. 1454, the national lesbian/gay civil rights bill, and has consistently voted "pro-justice" on legislation like the anti-gay McDonald Amendment to Legal Services. On the other hand, Congressman Smith has not only voted against gays while in Congress, but also
introduced, as a state legislator, specific anti-gay bills. He had refused to denounce the socalled "Family Protection Act."
Steve Endean, who has behindthe-scenes advice of many of Washington's best political experts, described the Foglietta victory as just a beginning. There are as many as ten co-sponsors of the gay civil rights bill including Representative Barney Frank (DMA) and Representative Les AuCoin (D-OR), who could face difficult challenges from Moral Majoritarian opponents. In addition, several vulnerable anti-gay incumbents have been targeted by the Campaign Fund for defeat.
Jerry Berg, Co-Chair of the Human Rights Campaign Fund Board, stressed that the Campaign Fund in no way competes with either Gay Rights National Lobby or the National Gay Task Force.
